1. Context & Emergency Operations
At the outbreak of the coronavirus pandemic in March 2020, the Department of Veterans Affairs faced an urgent operational crisis: screening tens of thousands of Veterans, caregivers, and healthcare workers entering VA medical facilities daily without creating crowded, high-risk waiting rooms.
- The Challenge: Traditional paper-based entry screening created long physical lines at facility entrances, increasing exposure risks for highly vulnerable Veterans (including elderly individuals and those with severe pre-existing medical conditions).
- The Mandate: Design, build, test, and field a friction-free, fully accessible digital pre-screening application capable of handling over 10,000 daily screeners per facility nationwide on extreme emergency timelines.
- The Access Model: The tool needed to work instantly on any smartphone or web browser—accessed simply by texting “SCREEN” to 53079 or scanning a QR code at entrance checkpoints — without requiring logins, passwords, or identity verification.

2. My Hands-On Role: Prototyping & Accessibility Under Pressure
As a core member of a 6-person strike team working alongside embedded U.S. Digital Service (USDS) technologists within the VA CTO Office, I served as the Accessibility Subject Matter Expert and sole production prototyper.
Rapid 2-Week Prototyping Sprint
Because emergency timelines left zero room for translation errors between design comps and code, I authored the complete production-ready, responsive HTML/CSS/JS prototype directly in code within the first two weeks.
Accessibility First & Universal Touch Architecture
Because elderly Veterans and individuals with visual, motor, or cognitive disabilities were among the most vulnerable to severe COVID-19 outcomes, uncompromising accessibility was paramount:
- Large Touch Targets: Engineered custom button interfaces with minimum 44px spacing between interactive targets to prevent accidental taps on mobile viewports.
- Color Blindness & High Contrast Support: Designed clear, unambiguous visual status screens (“Pass” / “Further Screening Needed”) verified for color blindness, screen reader compatibility, and high contrast visibility under direct outdoor light at entrance gates.
- Frictionless Plain Language: Authored simple, plain-language triage questions that could be completed in less than 60 seconds on any device or browser.

3. In-Person Usability Testing & Iterative QA
To ensure the prototype performed flawlessly across diverse real-world mobile devices, our co-lead designer tested the live HTML code directly on Veterans' personal smartphones outside a local VA medical center.

- Agile Refinement: Based on direct field observations, we immediately adjusted code layout parameters and plain-language wording over a one-week refinement cycle before entering production deployment and final QA.
